Ofgem Calls for Faster Grid Connections to Accelerate Renewable Energy Projects

This initiative accompanies Ofgem’s proposed reforms to overhaul the connections system, streamlining a backlog of 722 GW of projects. The proposed changes would prioritise projects that can become operational within five years and align with the UK Government’s 2030 renewable energy goals.

While the new system aims to expedite grid connections, Ofgem emphasises the need for stricter regulations to enhance standards and maximise the benefits of the reforms.

Driving Urgency in Grid Connections
Earlier this week, on Tuesday 5 November, Ofgem and the UK Government jointly highlighted the need to reduce connection timelines significantly. The announcement coincided with NESO’s release of its Clean Power Plan and connection reform proposals.

Eleanor Warburton, Director for Energy System Design and Development at Ofgem, stated:

“If we are to hit our 2030 target, it’s vital that we can get clean, secure and homegrown electricity flowing through the grid as quickly as possible.

“This is why we’re overhauling the application system to cut down on delays to hundreds of approved projects ready to connect to the grid. At the same time, we’ll block stalled and speculative schemes.

“We’re also proposing tough new rules to ensure networks connect to the grid quickly, reliably, and efficiently. Strengthened protections for customers experiencing poor service will keep investments on track. Without these measures, we risk falling short of delivering cleaner, more affordable, and more secure energy for all.”

Proposed Reforms and Enforcement Measures
The ‘end-to-end’ review has scrutinised every stage of the connection process across Great Britain’s transmission and distribution networks. While record volumes of connections are being processed, Ofgem’s report stresses the need for stringent regulations to maintain timelines and improve customer outcomes.

Key proposals include:

  • Enhanced licensing requirements for network companies.
  • Financial penalties for missed deadlines.
  • Stricter enforcement measures, with the new regime expected within 12 months.

Seven Key Themes for Reform
The reforms focus on seven crucial areas:

  1. Transparent Connections Data: Accessible, accurate information to support connection applications.
  2. High Standards of Customer Service: From pre-application to grid energisation.
  3. Accountability for Deadlines: Network operators required to meet agreed connection dates.
  4. Improved Connection Offers: Higher-quality documentation and information.
  5. Ambitious Connection Timelines: A commitment to the fastest feasible connection dates.
  6. Support for Minor Connections: Enhanced service for low-voltage customers, such as EV chargers and heat pumps.
  7. Clear Determination Provisions: Strengthened Ofgem processes for managing complaints and decisions.

Next Steps
Ofgem’s proposals are bolstered by commitments from Government ministers, who this week pledged to legislate to support the reforms and minimise legal challenges. These efforts align with NESO’s Clean Power Plan and Ofgem’s RIIO-3 Sector Methodology, aimed at accelerating investment from 2026 onwards.
